Claudia Castillo is the Vice President of Policy & Programs at Agora, where she leads the design and implementation of civic engagement strategies, policy research initiatives, and cross-sector partnerships that power the platform’s public mission. With over a decade of experience in consular diplomacy, public policy, and community-based programming, Claudia brings a unique ability to translate complex civic challenges into actionable, human-centered solutions.
Before joining Agora, Claudia served as Consul for Community Affairs at the Consulate General of Mexico in Chicago, where she directed high-impact programs supporting the Mexican community across Illinois and northern Indiana. Her work focused on advancing access to education, health services, financial empowerment, and cultural representation through coordinated efforts with local governments, nonprofits, and educational institutions. Her leadership in this role was grounded in deep knowledge of migration, equity, and inclusion — themes that continue to guide her approach today.
Claudia is currently pursuing a PhD in Disability Studies at the University of Illinois Chicago, where her research explores the intersection of migration, disability, and social policy. She holds a master’s degree in Public Policy and a bachelor’s degree in International Relations from Universidad Iberoamericana in Mexico City, with concentrations in international security and economic development.
